I think this sentence from this post, defining the word 'propagate', best summarizes what propagation planning is: "To propagate means ‘to increase by natural process; to multiply; to pass on; to transmit'."
So propagation planning is planning undertaken with the aim of making a project most likely to pass on or transmit.
Griffin Farley, now with BBH New York, has created the bulk of information about propagation planning that is currently available. They are included as resources here. Hopefully, this site will build on his work.
